LOUISE SMITH, SALISBURY CITY COUNCIL PRESIDENT


Elected Council President April 16, 2007 and re-elected April 20, 2009. During my term I am committed to improving the quality of life for everyone. My efforts include:

Fostering Neighborhood Commitment

· Participated in the “Women Build Day” for Habitat for Humanity … painting the house at 313 Martin Street

· Implemented in September 2007, twelve (12) cleanup efforts in the Church Street/Doverdale neighborhoods. More than 20 volunteers dedicated over 9,030 hours collecting over 20.11 tons of trash and 1,515 pounds of recyclables

· Ardently campaigning the need for a community center in the Church Street area

Responding to Constituents

· Hosting monthly, Issues and Answers, on PAC 14 since January 30, 2008. This half hour program delivers answers on issues raised by citizens such as budget, dangerous intersections, crime, annexations and other topics.


Public Safety



· Supported replacing of 3 police vehicles in 2008 and replacing one fire engine

· Supported the Salisbury University Police routinely patrolling off campus student housing areas.

· Supported additional regulations on adult entertainment businesses.

Open and Honest Government

· Outspoken critic of the City’s audit during my campaign with reports presented to Council anywhere from 2 to 4 months late. Honoring my campaign pledge, the 2009 audit report was received December 14, 2009, the earliest since 2003 when GASB standards were put in place. Additionally, no instances of noncompliance relating to the financial statements and no deficiencies identified in internal control over financial reporting that would be considered material weaknesses. A milestone reached.
